Neat
If Neat weren't in hard-to-drive-home-from Glendale, it might run away with the title of best spirits deal in L.A. While the still extremely competent Scotch list (especially where it contains independent Islays like Duncan Taylor) doesn't necessarily hold up to more targeted lists, Neat also offers a variety of fine whiskeys from increasingly respected areas like Japan (if you think the idea of Scotch-style Japanese whiskey is a joke, you've never tasted a Yamazaki 18), as well as fine spirits of all kinds from around the world. Their signature "Neat" service style, where all cocktails are served with the mixers and ice on the side for you to experiment with, is also, for lack of a better word, neat.  But the real appeal comes from their absolutely unbeatable happy hour, wherein from Monday to Friday, 5-7:30, every single thing on the menu is half off. That's right, even the rarest and priciest pours on the menu, like the $22 Dunan Taylor Auchentoshan 2000 or the $65 Camus XO Cognac are chopped in half, making it possible for you to compose the tasting flight of your dreams for less than you ever thought possible. At night, the music gets a little too loud for it to really be considered a place to sip Scotch, but come at 6 pm and leave, whenever you feel ready, with a gigantic smile on your face.
