Details: The rule was that you had to spend no money and less than 30-minutes on your costume for this Halloween shindig benefiting the Multiple Sclerosis Society. Either Washingtonians are really good at Halloween or some partygoers broke the rules but either way it was a fun start to the Halloween festivities!
